WASHINGTON, DC, USA, September 13, 2019 /EINPresswire.com/ — The chances of an African American male being diagnosed with a “serious mental disorder” in a mental hospital is substantially higher than that of a white male – according to recent studies. To talk about these studies and other issues related to “scientific” racism, the Citizens Commission on Human Rights is holding a special exhibit at the Congressional Black Caucus Annual Legislative Conference.

The exhibit shows years of racism and excusing discriminatory policies using mental health labels. In fact, studies show a 70% increase in African American children being labeled with Attention Deficit Hyperactivity Disorder (ADHD). African American boys are diagnosed at a higher rather than any other student group.

The exhibit also shows that minority children are over-represented in foster care and juvenile detention systems where they are at risk of being prescribed psychotropic drugs. As of 2016, there were 437,465 children in foster care and 23% of them were African American. A recent Health and Human Services report shows drugs were prescribed without treatment plans or follow-ups to many foster children.

Those touring the exhibit are given information about their rights in the mental health system and urged to talk about this issue in their communities.

Director of Public Affairs for the Citizens Commission on Human Rights (CCHR) International, Fred Shaw was joined by patient’s rights advocate Linda Lagemann, PhD; Bishop Craig Worsham, Senior Pastor Agape Church in Los Angeles; and Dr. Joseph Green, Chairman of the Congressional Commission on the 400 Years of African American History in cutting the ribbon for the exhibit. Shaw commented, “The use of psychiatry to target and marginalize African Americans, particularly children, has to stop.”

Shaw began working to reform the mental health field over 25 years ago. With the American Psychiatric Association (APA) appealing to the US Food and Drug Administration to reclassify the electroshock machine to the same safety category as contact lenses, and with the high amount of drugging of Black America, Shaw was compelled to do something.

The work of Shaw, who is also the Vice President of the National Association for the Advancement of Colored People (NAACP) Inglewood/South Bay branch lead to two NAACP resolutions, one to ban ECT and another to oppose the mass psychotropic drugging of children. Both were unanimously passed by the NAACP national office and distributed to all 2,000 NAACP chapters in the US.

As a watchdog organization, CCHR produces millions of educational materials including booklets, white papers, brochures and documentaries in up to 17 languages covering all aspects of psychiatry’s harmful impact on society and the need for reform to protect patients civil and human rights and to require informed consent. In addition to its feature-length documentaries, CCHR also produces short educational videos featured on its YouTube channel. Working with doctors, whistleblowers, parents, consumers and other civil and human rights organizations, CCHR has been able to provide government officials with documentation necessary to expose abuses in the field of mental health and help achieve legislative reforms that protect consumer & patient rights.

WASHINGTON, DISTRICT OF COLUMBIA, UNITED STATES, September 13, 2019 /EINPresswire.com/ — With youth vaping rates continuing to rise and an outbreak of vaping-related illnesses, the U.S. Food and Drug Administration (FDA) has announced that it will act to remove non-tobacco-flavored e-cigarette products from the market. On behalf of the nation’s nearly 3,000 local health departments across the country, the National Association of County and City Health Officials (NACCHO) strongly supports this action at the federal level and urges the FDA to regulate this robust market, especially in regard to rising vaping levels on youth.

“The data continue to show what local health officials have been seeing on the ground in far too many communities—vaping is reversing our gains in addressing youth tobacco use and not letting up,” said Lori Tremmel Freeman, NACCHO Chief Executive Officer. “In fact, a recent NACCHO survey of rural local health departments notes that 93% of respondents see e-cigarettes as a public health threat in their community. However, our research also notes that there are real barriers to ensuring that cessation and prevention activities are available in all communities.
“We urge the administration to work swiftly to adopt this and other measures to address the youth vaping crisis and to support local communities in addressing tobacco use across the board.”

NACCHO’s recently released report, Tobacco Control Efforts in Rural America: Perspectives from Local Health Departments, outlines the landscape of tobacco control programs in these areas, including what types of tobacco programs and policies local health departments engage in, how they are evaluated, key partnerships to address tobacco use, and the barriers to implementing tobacco programs and policies in these areas. Nearly all respondents (90%) reported engaging in tobacco and cessation activities and initiatives in the community, including education, referrals to Quitlines, social marketing campaigns, and cessation support groups. Of particular note, 93% of respondents indicated that e-cigarettes were a threat in their communities and have engaged in prevention programs in schools, educational and social media campaigns, used advertisements from national partners like the CDC, FDA and Truth Initiative, and worked to include the use of e-cigarettes in community health assessments and smoke-free air policies. They are also reaching out to students and youth directly to address the problem on the ground. As more communities are affected by the increase in e-cigarette use, local health departments can play a significant part to disseminate educational materials, provide support to schools, ensure local policies support tobacco-free kids, and continue to promote evidence-based approaches to combat use among youth.

While the importance of addressing tobacco use—including the rise of e-cigarette use by youth—is well understood by local health departments, those working in these rural areas face some unique barriers to implementing tobacco programs and policies in their jurisdictions, including limited dedicated funding to tobacco programs (54%), lack of staff expertise (42%), and challenges in overcoming the political landscape of their communities.

WASHINGTON, DC, US, September 12, 2019 /EINPresswire.com/ — The Georgetown Waterfront on the Potomac River in Washington, DC, was the site of one of the many nationwide observances of the 400th Anniversary of African American History. The anniversary was marked with a wreath laying to commemorate the enslaved Africans who arrived there by ship in 1732 – 65 souls on the Liverpool Merchant and 89 on the William & Betty. The event was coordinated by the National Park Service, DC City Government and the Georgetown African American Historic Landmark Project and Tour. United for Human Rights DC engaged members of the diplomatic community to participate as well.

At the same time, the District of Columbia hosted “The Ringing of the Bells” in conjunction with DC’s religious community. Washington National Cathedral, All Souls Unitarian Church, Grace Episcopal Church and others rang their bells, one minute for each 100 years of enslavement.

In December 2018, the Georgetown waterfront was designated a United Nations Educational, Scientific and Cultural Organization (UNESCO) Site of Memory and placed on the UN registry along with more than 30 United States ports and international locations.

In 2001, at the World Conference against Racism, Racial Discrimination, Xenophobia, and Related Intolerance, in Durban, South Africa, international recognition of the slave trade and slavery as a crime against humanity, was marked.

Andrena Crockett founder of the Georgetown African American Historic Landmark Project said, “To begin the process of healing for some and reconciliation for others, at a minimum their presence and contributions must be shared. It is important to memorialize, in some form, the people, places, and events. For humanity’s sake, the millions of enslaved unwillingly brought to this country, including to Georgetown, have the right as human beings to simply be remembered and their contributions acknowledged.”

His Excellency Dr. Barfuor Adjei-Barwuah, the Ambassador of Ghana, participated in the ceremony as well as embassy staff from other embassies who attended the observation of the landing in Georgetown.

“We cannot forget this important history. Slavery in all forms has to be eradicated and human beings respected,” said Beth Akiyama of United for Human Rights, which was a partner in the event. “Slavery violates human right #4 of the United Nations Universal Declaration of Human Rights and yet it continues today in modern forms of slavery. We must continue to expose and eradicate it.”

Since the Republican Party controls thirty state legislatures, it is possible the Republican could become President with less than one-quarter of the electorate."

National Suicide Prevention Week — How Local Health Departments Work to Reduce Rural Suicide Rates

WASHINGTON, DC, UNITED STATES, September 11, 2019 /EINPresswire.com/ — According to a recent study in the Journal of the American Medical Association, suicide rates are rising and are 25 percent higher in rural areas than in urban areas. The National Association of County and City Health Officials (NACCHO), the voice of the nation’s nearly 3,000 local health departments, approaches suicide as a public health issue. Here is a discussion of rural suicide issues with rural health department leader Carole Moehrle of Idaho. For the past 25 years, Ms. Moehrle has served as the district director for a five-county public health district in North Central Idaho that serves a population of approximately 110,000. Ms. Moehrle has been active in NACCHO since 1992, and served as NACCHO president in 2010-2011. This year Ms. Moehrle received NACCHO’s highest honor, the Maurice “Mo” Mullet Lifetime of Service Award.

Q. Ms. Moehrle, why is the distinction being made between rural and urban suicide rates?

Suicide is one of the top 10 leading causes of death in the United States. The fact that suicide occurs more frequently in rural areas is not new. However, recent CDC data shows the disparity between rural and urban areas has slowly widened in recent years. The gap in suicide rates between rural and urban areas grew steadily from 1999 to 2015. And since 2007, the gap began widening more quickly. The 2016 national age-adjusted suicide rate reached the highest level seen in decades, and rural America is sustaining the largest increases. The states with the highest suicide rates per 100,000 population include: Montana, Alaska, Wyoming, New Mexico, Utah, Nevada, Idaho, and Oklahoma.
In contrast, the states with the lowest suicide rates include: District of Columbia, New Jersey, New Your, Massachusetts, Maryland, Connecticut, California, Illinois.

Q. What are the differences and emotional catalysts for rural suicide?

One of the insights into rural suicide is that the stresses in rural communities are different than in urban areas. Many economically struggling rural areas are experiencing the largest losses to suicide. It’s not the economics itself, but the associated stress that leads to physical or mental effects on health. Isolation is a catalyst for rural suicide. Isolation is due to the decreases in population density in our rural areas, but also isolation due to lack of transportation, lack of social support, and lack of access to health care. The stigma around mental health is a real factor in rural America, as well. Much of rural America is also designated as health professional shortage areas, with limited, if any, access to mental health and preventive services.

Q. Why should local public health be involved in mental health and behavioral health issues?

Local health departments are tasked more than ever with filling the gaps in behavioral health services in our communities. Over half of U.S. counties do not have a single social worker, psychologist, or psychiatrist. Most rural counties do not have federally qualified health centers with providers. However, all counties have a public health department. In rural and frontier areas, local health departments are often one of the only providers, which means we are called on to provide community mental health support and prevention even if we do not have staff with behavioral health training.

Q. What role can public health play in suicide prevention?
Local public health can change the trajectory for suicide. Suicide is a complex behavior and requires a public health approach to prevention that identifies broad patterns of suicide and suicidal behavior throughout a population. Suicide prevention efforts can include: strategies to reduce risk factors like access to lethal means, promoting resiliency in our population that helps rid the stigma of mental health, universal screening and linking people to treatment services, and linking existing data systems to suicide prevention efforts, which would allow for better assessment of long term outcomes and enhance understanding of the broader impacts of suicide prevention interventions.

Q. What would you like Congress and the Administration to understand about rural suicide prevention?

Suicide is a public health issue and is preventable. Behavioral health concerns, including suicide, are an important issue for local public health. Unfortunately, most local health departments lack the resources necessary to invest in these issues, and temporary grants alone cannot sustain the infrastructure and workforce necessary to really turn the tide for these challenging issues. Greater, sustained investment in local health departments is necessary to bolster the available workforce to respond to mental health issues and implement suicide prevention strategies.
