While 2020 was a year of unprecedented challenges, it was also a year that presented many new opportunities. This has been especially true among those of us developers and architects who are part of robust public-private partnership (P3) collaboratives.

The vast majority of P3s use an integrated project delivery (IPD) method. Delivering public facilities and infrastructure using an IPD method allows the integration of processes, practices and systems in a collaborative approach that captures the collective intelligence of all stakeholders. P3s that use an IPD method tend to result in the best value to the public sector by maximizing overall productivity through the reduction of delivery time and waste.

The current pandemic is forcing design teams to think outside the box to deliver projects in an accelerated time frame. Using an IPD method in conjunction with powerful online collaborative platforms enables design firms to execute unique concepts that must adhere to rigorous budgetary constraints and timelines. Design firms that are part of P3s are also finding it necessary to hire staff members who are determined and nimble, possess an acute technical vocabulary, have excellent listening skills and are highly collaborative.

The value of an IPD method in P3 projects is that it allows facilities to be designed and delivered in record time. A design-build-finance collaborative can have a project under construction in less than 90 days when the team can deliver a guaranteed maximum price, construction documents and financing virtually simultaneously. Rapid project delivery is paramount during a pandemic because access to essential services such as healthcare is critically important. The current pandemic has forced design and construction firms to operate outside of their comfort zones and trust their teams’ ability to create highly collaborative designs during these very challenging times.

Meanwhile, now more than ever before, agencies realize that new facilities must be responsive to the challenges and needs of the community during a pandemic. P3 collaboratives have the unique ability to assist public agencies in addressing weaknesses in public infrastructure that were made painfully obvious over the last year. Government agencies should look at developing community-based facilities, such as health and wellness centers, that can contribute to the public's long-term health and safety.

Health and wellness centers can be crafted specifically to help combat risk factors in the community and region. These facilities can provide a place for the community to engage in health and wellness activities and receive education on nutrition and other related programs. These facilities can be designed to be converted into medical space that can support temporary hospital beds and can also integrate drive-through infectious disease testing facilities with associated laboratories. The additional hospital bed capacity may be critical for the communities when more capacity is needed to save lives or to address routine healthcare needs during a pandemic.

For instance, my firm is involved with two Arkansas projects. A health unit was designed to respond to the current pandemic, featuring elements like a drive-through test site and laboratory, HVAC and mechanical systems meant to prevent airborne disease transmission, and a courtyard where staff could find fresh air and respite. The coroner’s office was designed to feature a decontamination unit that provides an area for the coroner and staff to decontaminate after encountering a deceased individual who may have had an infectious disease. The morgue also has washable walls and floors to allow for easy decontamination. These are all essential elements of designing these types of facilities in response to the Covid-19 pandemic.

The current pandemic has forced P3 collaborative teams to be forward-thinking in their approach to designing public facilities. The integration of design, construction, financing, people, processes and systems is leading to designs that are more robust and can be delivered quickly and efficiently. The pandemic has also increased the efficiency of holding design charrettes, which are now hosted remotely via Zoom, Teams and other similar platforms. Having all stakeholders at the table from the beginning of the process creates outcomes that can only be achieved through collective intelligence.

BALTIMORE, MD, UNITED STATES, January 30, 2021 / — Companions and Animals for Reform and Equity (CARE) is proud to announce a bold new initiative and a series of events to help animal loving people of color pursue their dreams of helping cats, dogs and other living creatures.

CARE is partnering with the Black DVM Network, the National Association for Black Veterinarians and several other animal welfare organizations to raise money that will start a seed fund for scholarships for African American veterinary students. Maddie’s Fund®, a national family foundation established by Dave and Cheryl Duffield to revolutionize the status and well-being of companion animals, announced today they will lead off the fundraising effort with a $50,000 grant to start the endowment. The effort also has the support of New York Giants Cornerback Logan Ryan, who himself is passionate about diversity in animal welfare and has his own foundation called RARF, or the Ryan Animal Rescue Foundation.

The scholarship initiative comes at a critical time, as out of more than one hundred thousand veterinarians in the United States, 90 percent are white, less than two percent are Hispanic and almost none are Black.

The scholarship will be named after the late Dr. Jodie G. Blackwell, a veterinary trailblazer who graduated in the second class of the College of Veterinary Medicine at Tuskegee University in 1950. He opened a thriving private practice in Southeast Oklahoma while working relentlessly to advance civil rights. He was also appointed to the Oklahoma Civil Rights Commission by the Governor. Dr. Blackwell continued his private practice for 18 years and joined the faculty at Tuskegee University, where he spent the last 25 years of his professional life.

Dr. Blackwell’s son Michael followed in his father’s footsteps and was one of four students to integrate Gray High School in Idabel, Okla. CARE recognizes the legacy of this family and the importance of access and awareness. Dr. Michael Blackwell is currently the only second- generation Tuskegee veterinary graduate. He is now the Director of Pet Health Equity at the University of Tennessee.

In celebration of Black History Month and to kick off the scholarship fund, CARE will be hosting weekly talks with a panel of African American professionals, including New York Giants player Logan Ryan, who will discuss the issues they face inside and outside the animal welfare industry.

CARE invites everyone to join these conversations, led by our Chief Executive Officer James Evans. In lieu of a registration fee, the public is asked to donate to the new CAREvetFund.

WASHINGTON, DC, USA, January 30, 2021 / — On Friday, January 29th, the Sindhi Foundation sent a letter to President Joe Biden addressing the human rights abuses and environmental issues occurring within the Sindh Province of Pakistan.

In the letter, the Sindhi Foundation highlighted the current construction of a Chinese-backed dam on the Indus River in Pakistan. Pakistani Prime minister Imran Khan’s Government is in the midst of building Bhasha dam on the Indus River with China’s investment of $5.85 billion. The location of the dam is a notorious hotspot for earthquakes. With this in mind, many fear that the construction of the dam could result in an environmental disaster, leading to further changes in the entire ecosystem of Sindh, particularly within the delta region.

Executive Director of the Sindhi Foundation, Munawar Laghari, stated “ the Indus River is the lifeline of Sindh and the only source of water. Building dams on the Indus River will be disastrous for the Sindhi people." He added that the ecological deterioration of the Province could have a significant impact on the rest of the country, as well as on its neighboring states, seeing as the "Sindh has great historical, cultural, political, and geographical importance."

The Sindhi Foundation's letter also brought to light the recent violent attack on peaceful protesters of enforced disappearances in Sindh. Protestors, many of whom were women, were beaten, dragged by their hair, arrested, and put in chains by Pakistani authorities. “Citizens of the United States care greatly about global human rights, and hope that before supporting the Pakistani government, the Biden administration will check the Pakistan's human rights record. Human rights abuses in Pakistan have increased significantly in the last decades, particularly in Sindh.” Laghari said.

The letter ends with a request for support for the Sindhi Foundation's Long Walk for Freedom, Nature, and Love. The walk is scheduled to take place in April 2021, with the intent to raise awareness for climate change and human rights abuses. The walk includes a core group of participants that will begin in New York City and end in Washington, D. C.

The walk intends to gain support from students, activists, members of the media, academics, the UN Missions, and members of Congress. It aims to send a message of global unity and strength, and remind the Sindhi people in Pakistan that they are not alone in the fight against human rights violations, and environmental destruction.

The Sindhi Foundation has already received endorsements from many organizations and celebrities. They continue to encourage human rights organizations and public figures to support this important cause.

The Sindhi Foundation congratulates President Joe Biden for his win and hopes that he can meet with Sindhi Foundation members to further discuss these issues.

Rep. Greene's statements are particularly damaging to individuals with Down syndrome and other intellectual or developmental disabilities as they are more likely to be victims of bullying. Her words promote a culture of casual cruelty toward people with disabilities. NDSC Executive Director David Tolleson said, "Men, women, and children with Down syndrome should never be used as a punch line to make points in a political debate." He continued, "They are people who deserve respect and dignity. Rep. Greene's comments send a message to students, parents, and educators that she believes people with disabilities are not capable of decision-making. Her words and beliefs are a slap in the face to people with disabilities and we do not support her appointment to the Education and Labor Committee."

WASHINGTON, DC, USA, January 28, 2021 / — On January 26, the Organization of Iranian American Communities (OIAC) hosted a virtual event on the COVID-19 crisis in Iran. The event was titled “Iran Regime's Restriction of COVID-19 Vaccines, a Crime Against Humanity.” A panel of Iranian American scholars, researchers and physicians discussed the humanitarian implications of Iran’s Supreme Leader’s, Ali Khamenei, ban of the internationally approved vaccines from Pfizer–BioNTech and Moderna.

Speakers included Dr. Firouz Daneshgari, Dr. Zohreh Talebi, and Dr. Saeid Sajadi. The event was moderated by Dr. Azadeh Sami.

The panelists shed light on the ongoing COVID-19 situation, which has impacted many countries around the world and been exceptionally mismanaged by the clerical regime in Iran. In the early days of the global pandemic, Iran was hit especially hard by the virus as the regime constantly downplayed the severity of the situation and pursued its economic interests as opposed to the public health of its citizens. In recent weeks, as the rest of the world began distribution of vaccines, Khamenei decided to ban vaccines from Western countries, which will have brutal consequences for the innocent Iranians who have been hard hit by the pandemic.

Dr. Talebi shared one of the eye-opening statistics in Iran, where the COVID death toll has exceeded 206,000. Of course, the Iranian regime has constantly underreported cases and fatalities in the country. Iran continues to hold the worst coronavirus outbreak in the Middle East.

Dr. Daneshgari highlighted the actions and behaviors of the Iranian regime that signal its lack of attention to the public health crisis. As the Islamic Republic continues to pour financial resources into its regional meddling and sponsorship of terrorism, Iranian hospitals, doctors, and nurses are left without access to the most basic medical necessities. The panelists agreed—the regime is using the pandemic as a tool to suppress a society yearning for freedom. Dr. Daneshgari called on the international health community, saying “The international community should not allow this regime to play with public health in such way.”

Although the regime in Tehran continues to blame sanctions imposed by the United States and European nations for their public health crisis, the recent remarks by the Supreme Leader make very clear the true intention of the regime and dispel any myths about sanctions. Dr. Daneshgari elaborated on this further. “Regulations allow companies to supply medicine, medical devices, food, and agricultural commodities to Iran and other embargoed countries,” he said, adding “I know this firsthand because I am founder of a healthcare company and chairman of a humanitarian NGO. There is absolutely no legal hinderance for US or non-US persons to send or donate humanitarian goods to Iran without any specific approval.”

Dr. Sajadi added an eloquent point, saying “the Mullahs, themselves, are the main source of sanctions toward the Iranian people. They have sanctioned and denied the people of their every right to life, liberty, and pursuit of happiness. As far as US sanctions, they do not target any access to medicine or medical equipment.”

Dr. Sami emphasized how the Iranian American healthcare practitioners and physicians are united in their call on the international community and World Health Organization to ensure Iran does not politicize the vaccination for the people of Iran. She further urged the White House, United Kingdom, European Union, and United Nations to condemn Khamenei’s remarks because the barring of COVID-19 vaccines is with criminal intent and will lead to another crime against humanity in Iran.

We, the Organization of Iranian Americans (OIAC) believe Khameinie’s statement is criminal and will lead to intentional mass killing of the most vulnerable population in Iran.

With that, let me begin with introducing our panelists. I am joined with:

Dr. Firouz Daneshgari, Surgeon-scientist, Professor and 3rd Chairman of Department of Urology at Case Western Reserve University. Founder of Urology Institute at University Hospitals of Cleveland, Founder and President of innovative health care company BowTie Medical aligned with Affordable Care Act. Dr. Daneshgari has been published in over 200 scientific articles and book chapters, and his research has been continuously funded by National Institute of Health. He is affiliated with several hospitals across the US including many in Ohio. Dr. Daneshgari is recognized for his humanitarian and scholarly work internationally and is recipient of numerous prestigious medical awards. Needless to say, he is currently focusing on international campaign to end COVID19 pandemic in Iran.

Dr. Azadeh Sami: our next panelist is Dr. Zohreh Talebi. A Research Scientist and scholar practitioner in molecular biology, genetic and epigenetic factors. Dr. Talebi expertise is in systems biology approach such as linking genomic and phenotypic data with the focus on gene regulatory processes (such as X chromosome inactivation, noncoding RNAs, and alternative splicing). She has authored about 40 scientific articles and book chapters and frequently presented her research at National and International scientific conferences. In her field, Dr. Talebi has established and led a novel initiative called AutGO (Autism Genetics and Outcome) to promote partnership that draws on both genetics and clinical outcomes perspectives. COVID19 pandemic in Iran continues to be an area of interest and advocacy for Dr. Tablei. It is a great pleasure to have you with us today.

Dr. Zohre Talebi: Dr. Sami thank you so much and it’s an honor to be part of such a distinguished panel.

Dr. Azadeh Sami: last but not least, we are joined with Dr. Saeid Sajadi, who currently practices medicine at his 3 private offices. Dr. Sajadi is a graduate of University of Kansas School of Medicine where he received training in internal medicine from University of Missouri in Kansas City. For more than 3 decades, he has fiercely advocated for a free Iran, which respects human rights and adheres to a democratic and inclusive political system. Since the outbreak of COVID19 pandemic, Dr. Sajadi has worked tirelessly to support medical professionals and healthcare practitioners in Iran with knowledge transfer, research information and best practices. We are very pleased to have you with us today Dr. Sajadi.
Dr Saeid Sadjadi: Thank you Dr. Sami and delighted to join you all today.

Dr. Azadeh Sami: Wonderful. So, before we begin our main discussion, I think it is fitting to first understand how COVID 19 has impacted the people of Iran and how the regime has responded so far.

Dr. Azadeh Sami: This video had a key point how the regime responded to this pandemic so poorly and how the people of Iran continue to pay the highest price with their lives due to coverup, mismanagement and incompetence by this regime. The regime is also going out of its way to hide the true fatality rate. The good news is public demand for viable vaccine is on the rise. So, let’s begin with Dr. Daheshgari, Since the outbreak of the global pandemic we all have spoken about how the Iranian regime is deliberately using this virus as a weapon against the people of Iran. In fact, all of us have participated in various weekly online conference and public awareness campaigns (both in Farsi and English) to shed some light on the truth about preventive measures for the public, the health care professionals and the overall COVID19 situation in Iran. So, my question is, why would Khameinie come forward on January 8th to announce that his regime is banning the import of the internationally approved Pfizer, BioNTech, Moderna and soon to come Johnson&Johnson vaccines? These vaccinations have 90% efficacy rate which substantially reduces the spread and death toll from COVID-19.

Dr. Firouze Daneshgari: Right, I think the best way to look at Khamenie’s call to ban these vaccines is not to question the efficacy of these impressive and incredible achievement by our colleagues across the scientific communities in US, UK and France. BUT to question Khameini’s motives. Let me outline some key facts:

Who called the pandemic “not a big deal” or a “blessing”? Khamenei, we just saw it in the video you showed.
Who stole over $1 billion in humanitarian funds that was released from country’s foreign currency reserve to help fight coronavirus? Khamenei and Rouhani back in March of this year. This was reported on extensively in farsi speaking media.
Who refused to accept aid from the United States back in March, right around the time of Nourouz? Khameini, this was reported by Associated Press quoting Khamenie himself who repeated the lies and conspiracy theory that the virus was “man-made by America.” This is what he said and let me read it to you: “who in their right mind would trust America to bring them medication. Possibly your medicine is a way to spread the virus more.” This is AP report on March 22, 2020.
Who ridiculed the concept of quarantining for the public but not for themselves? Rouhani and his deputy as we just saw in the video that you showed. They called it an outdated concept!
Who expelled Doctors without Borders on March 24 and disband their treatment center that they had setup in the rural areas to help the public? Khamenei and his regime
Who continued to authorize the IRGC’s Mahan Airline flights to China long after all other nations had banned flight to and from mainland China? Khamenei and the IRGC. Based on our research from April, Mahan Airline is responsible for spreading COVID19 to 17 other countries and it includes Iraq, Syria and others.
Who has the most financial resources at his disposal to address the crisis, provide financial aid and accommodate meaningful lockdown so that the public can afford to stay home? In 2019, the US government announced Khamenei financial empire is worth an estimated of $200 billion. Meanwhile, our colleagues in Iran’s hospital, and I am talking about Doctors and Nurses in Iran, are left without pay, are left without protective gears, are left without access to the most basic treatment for their patients. And many of them have lost their lives. Based on our research and data that was published in November of 2020, over 160 physicians and nurses have died due to COVID-19. These numbers are heartbreaking and devastating and yet Khamenie chooses to hold on to his funds and inhumane policies.
So, if I were to sum it up, when it comes to Iran’s religious dictatorship, they are hellbent on using the virus as a weapon against the people of Iran and that is why they are walking away from reliable vaccines from US and UK. The international community should not allow this regime to play with public health in such way. We must not allow the issue of vaccine to become a political game for this regime. And all of us as medical professionals are extremely concerned about this inhumane decision which is a continuation of a yearlong regime policy of using the pandemic as a way to oppress the public. Will do everything in our power to prevent the politicizing of the use of reliable vaccines for the people of Iran.

Dr. Zohreh Talebi: I have to agree with my colleague, Dr. Daneshgari that the Iranian regime is aggravating the country’s covid-19 crisis and undermining global public health norms.

Let’s take a step back for a minute and recognize that every country has been challenged with COVID19 pandemic. Each government has their own ways of dealing with the situation. Some use innovative and effective ways to deploy preventive and protective measures. Some governments are going out of their way to create transparency for public awareness and response to this situation. And some are not. We are not even talking about democracies vs. dictatorships. For example, in recent weeks, even North Korea, who claims that it has not been impacted by COVID 19, has reached out to several European countries to obtain the vaccines.

So, this is our frame of reference comparing the two dictatorships: Iran and North Korea; and in this case, Khamenei chose to be even more inhuman than Kim Jong Un. I agree with your opening remarks —Dr. Sami—that this is a criminal act by Iran’s highest authority and could lead to yet another crime against humanity. The death toll is rising every day, just today I learned the number has exceeded 206,300 in 478 cities across Iran. Very sad and alarming figures!

Dr. Saied Sadjadi: When discussing the case of COVID and the related vaccine in Iran, it is of paramount importance to recognize that we are dealing with a regime which uses the pandemic as a tool to suppress a society yearning for freedom. In other countries, COVID is on the verge of bringing about a social change in various fronts, whereas in Iran Khomeini is fixated on using COVID for the purpose of stagnation of society, and to prevent uprising.

So it’s not all about being backward or anti-science, it’s solely about political interests and survival. Khamenei sees regime’s survival, in the survival of the COVID. That’s why Khamenei is against an effective vaccine for the people of Iran. From this perspective, one can see why he is for an ineffective, or perhaps a dangerous, vaccine.

We just saw the clip of Khamenei resorting to an obvious lie about the vaccines made in the West, banning the import of American and British vaccines, claiming that US and Britain “want to contaminate other nations.” Any evidence to this nonsense? What’s the objective of contaminating other nations? It’s worth noting that every day, 100,000s of Americans and British get vaccinated with the same vaccines.

AUSTIN, TEXAS, UNITED STATES, January 28, 2021 / — President Biden shared an encouraging note this week when he spoke to reporters about increasing the incoming administration’s daily Covid-19 vaccination goal from 1 million shots to 1.5 million shots per day.

This newfound optimism is tempered, however, by the continued rocky rollout of the vaccination program across the nation.

In the face of unprecedented demand (and limited vaccine supplies), state and local public health officials are scrambling to get vaccine shots into people’s arms as soon as possible.

The process has been frustrating all around. Many Americans who rejoiced in getting one of the highly sought after vaccination appointments were crushed to find their appointments canceled because the federal government had missed its forecast for available vaccine deliveries to the states.

Even incoming CDC director, Dr. Rochelle Walensky, admitted there is a major problem. Speaking to Fox News, she said, “I can’t tell you how much vaccine we have, and if I can’t tell it to you, then I can’t tell it to the governors, and I can’t tell it to the state health officials… If they don’t know how much vaccine they’re getting, not just this week but next week and the week after, they can’t plan. They can’t figure out how many sites to roll out, they can’t figure out how many vaccinators that they need, and they can’t figure out how many appointments to make for the public.”

Who Are The Primary Stakeholders In The Nation’s Covid-19 Vaccination Program?

To the casual observer, it may seem incomprehensible that we were able to develop, test, and authorize two Covid-19 vaccines from Moderna and Pfizer BioNTech for emergency use in less than a year but, so far, the process of managing the supply chain—from production to delivering shots into people’s arms— has been marked by frustrating delays.

Why is this the case?

Is it a redux of the 2013 website rollout that crashed and burned in the days after it was launched with great fanfare by President Obama?

Unfortunately, the analogy has some merit.

As was the case with Obamacare, IT system architects working on system integration projects for the Covid-19 vaccination efforts across the country are facing a similar challenge of how to glue together a large number of decentralized database systems operated by distinct stakeholders, including the pharmaceutical industry manufacturers, at least five major federal government departments, approximately 64 state and local vaccination tracking systems, as well as approximately 255 million Americans over the age of 18.

If you are looking for your TLDR moment, this is it.

The sheer number of decentralized database systems handling protected health information (PHI) across multiple levels of government combined with the challenges posed by manufacturing the first-ever approved mRNA vaccines (which must be maintained at incredibly low temperatures and require two injections several weeks apart for each patient) is the kind of nightmare scenario that would wake up the average IT systems engineer in the middle the night screaming—with good reason!

The only good news in this complicated situation is that this program is single-payer; in other words, the federal government is footing the bill, and thus, there is no need to bring in the added complications that bedeviled the rollout, such as calculating patient subsidies, insurance plan coverage, and CMS reimbursements.

Structure Of The “Operation Warp Speed” Vaccination Development Effort

Let’s take a deeper dive into each of these systems, starting with the structure of “Operation Warp Speed” (or OWS) that was launched in March 2020.

The two goals of the OWS program were to

– provide strong, direct financial backing from the federal government for any pharmaceutical company that showed a promising candidate for Covid-19 vaccines or therapeutics
– fund large-scale production of vaccine and therapeutic candidates (as well as critical items such as storage vials, syringes, PPE, etc.) in parallel to the research and development programs. In other words, the federal government foots the bill for ramping up production even before knowing whether clinical trials would pan out or not.

The federal government engaged McKesson as the chief central distribution contractor – a sensible choice since they had a track record since 2006 of managing the federal distribution of more than 1 50 million doses for influenza, chickenpox, and MMR vaccines.

OWS also brought on Palantir to provide “big data” supply chain tracking, inventory management, and data forecasting tools. In keeping with the warp speed Star Trek theme, the Palantir implementation was christened “Tiberius,” after Starship Enterprise’s Capt. Kirk’s middle name.

The company, founded by billionaire PayPal co-founder Peter Thiel, has not been without controversy, particularly among privacy advocates, who argue that the company’s data collection efforts have gone too far. Nonetheless, Palantir successfully leveraged this and other federal contracts to take the company public in late 2020.
